Should salpingectomy be standard of care at time of bilateral tubal ligation?

Interesting article from Contemporary OB/GYN regarding removing the fallopian tubes at the time of a tubal ligation.  Removing the fallopian tubes is now becoming standard practice at the time of hysterectomy to prevent ovarian and tubal cancer.  This article asks the question, should salpingectomy (removing the tubes) be standard of care at the time of a tubal ligation?
